Juliette
Topacio Sarmiento is a native of Mendez, Cavite, Philippines. She
immigrated to the United States of America at the age of four, and
became a naturalized U.S. citizen at age eleven.
Ms.
Sarmiento graduated from Stephen Watts Kearny High School in San Diego. She
received her Bachelor of Arts Degree in Political Science from the University of San Diego,
where she was the Irving Salomon Political Science Scholar in her
senior year. Ms. Sarmiento was awarded her Juris Doctor degree from the
University of California, Hastings College of the Law.

Ms.
Sarmiento practiced workers compensation, labor law and immigration law
in Hawaii as a Deputy Attorney General for the State of Hawaii for 3
years and was Associate House Counsel for the First Insurance Company
of Hawaii, Ltd for 3 years. Ms. Sarmiento also served 2 terms as Staff
Attorney with the Hawaii House of Representatives, Office of Majority
Attorneys. She was also a Deputy Public Defender with the Hawaii Office
of the Public Defender.
During
her tenure in Hawaii, Attorney Sarmiento provided pro bono legal
services in Immigration Law through the Hawaii Lawyers Care, sponsored
by the Hawaii State Bar Association.
Attorney
Sarmiento also served over one year as a Trial Attorney with the U.S. Equal
Employment Opportunity Commission, Los Angeles Regional Office; and
served four years as a Trial Attorney with the San Francisco Office of
District Counsel, Legacy U.S. Immigration & Naturalization Service.
Immediately
prior to entering private practice, Ms. Sarmiento served two years as
an Administrative Law Judge with the California Unemployment Insurance
Appeals Board (Oakland Office of Appeals, and Sacramento appellate headquarters).
Ms. Sarmiento is also a licensed California Notary Public, and provides complete notarial services.
